Health, Safety and Environmental Regional Manager x2
Introduction

SHE Regional Manager Role, based at Life Healthcare Hospitals, reporting to, the Regional General Managers with functional oversight from the Group SH and E Senior Management Team.

Critical Outputs

 Sustainability Management:

  • In collaboration with the Environmental and Sustainability department, develop appropriate business targets, metrics, and processes for measuring the performance at the hospital level aligned to the company’s ESG objectives and targets.
  • Roll out the ESG Framework and measure the performance thereof at the Hospital level.
  • Execute the appropriate awareness programmes on sustainability goals and provide training to the Hospital ManCo Teams.
  • Collate and analyse the regional monthly sustainability data (SD).
  • Analyse the SD trends to monitor the hospital and regional performance and develop appropriate action plans.
  • In collaboration with the Hospital's key stakeholders, provide regional monthly and quarterly ESG target performance reports to the Regional ManCO Team and Environmental and Sustainability department, including recommendations to improve sustainability performance.

Safety, Health and Environment (SHE) Compliance

  • Monitor the implementation of hospital-specific SHE legal register in collaboration with the Occupational Health and Safety and Environmental and Sustainability departments.
  • Conduct training and awareness at the hospital level to ensure understanding and competence of SHE legal requirements.
  • Compile a regional SHE legal audit tool.
  • Conduct regional SHE legal compliance audits to verify compliance at the Hospital level.
  • Coordinate the external legal SHE compliance audits at Hospitals.
  • Provide regular feedback and reports on deviations and develop corrective and preventative actions in collaboration with the Hospital ManCo Teams.
  • Ensure compliance with SHE legislation, policies, standards, rules, and procedures.
  • Coordinate and facilitate integrated regional Waste Committee meetings in line with the OHSC  and HCRW regulations requirements.
  • Keep abreast with the SHE legal updates and new requirements
  • Conduct off-site third-party/vendor SHE legal audits, particularly for Health Care Risk Waste (HCRW) service providers as and when required.
  • Review SHE incident investigation at the hospital level and assist in identifying root causes, and recommend corrective actions to prevent recurrence

Environmental Management System (EMS) Implementation

  • Compile a hospital-specific EMS policy and guidelines that align with the company’s EMS framework.
  • Lead the implementation of the Environmental Management System (EMS) requirements at the hospital level.
  • Conduct training and awareness at the hospital level to ensure understanding and competence of the company’s EMS.
  • Coordinate the development and annual review of the hospitals' environmental aspects, impacts and management measures.
  • Drive EMS requirements across all hospital functions /Units e.g., Nursing, Engineering, Pharmacy, and Service providers.
  • Ensure integration of EMS requirements at hospitals.
  • Perform internal EMS audits and ensure a clear understanding of requirements.
  • Conduct and coordinate workplace inspections/walkthrough surveys to evaluate the effectiveness of environmental risk controls.
  • Conduct regional EMS verification audits in preparation for the external EMS audits.
  • Coordinate and participate in LHC external ISO 14001 audits
  • Evaluate and coordinate environmental emergency and disaster preparedness plans and response.
  • Lead the investigation and external reporting for environmental major incidents, assist in identifying root causes, and recommend corrective actions to prevent the recurrence
  • Develop, Review, and update regional environmental management procedures and waste management plan for the hospital in line with the group procedures and waste management plan.
  • Attend regional and Head Office feedback meetings.
  • Provide monthly reports to the Environmental and Sustainability department, including trends and corrective actions on deviations, non-conformances and incidents at the regional level

Occupational Health and Safety (OHS) Management

  • Develop regional OHS strategies that are aligned with the company’s Occupational Health and Safety Framework and Policy
  • Integrate regional OHS strategic objectives with hospital processes
  • Provide awareness information and training on the Occupational Health and Safety policy
  • Roll out the implementation of the OHS framework.
  • Conduct hospital-specific occupational health and safety risk assessments (baseline, continuous, and issue-based).
  • Plan and conduct Occupational Health and Safety internal audits
  • Prepare and participate in OHS-related external audits
  • Lead investigation for lost time injuries and Occupational Diseases ( employee, property), assist in identifying root causes, and recommend corrective actions to prevent recurrence
  • Review Injuries On Duty and Occupational Disease on Infoquest.
  • Prepare reports on incidents and provide statistics to the hospital and region
  • Report OHS Act section 24 & 25 incidents to DEL and DOH where necessary
  • Create, maintain and review a region and hospital-specific Occupational Health and Safety plan.
  • Coordinate based risk-based medical surveillance program
  • Coordinate and oversee the third party managing COID Act cases
  • Adapt and implement company guidelines for managing the Occupational Health and Safety of Contractors / Service providers for the region
  • Oversee the Emergency Preparedness and management for the region
  • Provide regular reports on all Health and Safety matters to the Occupational Health and Safety department
  • Oversee compliance with OHS policies and work procedures
  • Develop hospital-specific Occupational Health and Safety inductions for new employees and contractor/service provider inductions.
  • Co-ordinate Hospital specific ionising radiation management
  • Plan occupational hygiene surveys for the region/hospital
Requirements
  • Bachelor’s Degree in occupational health and safety or Environmental Science/Management
  • Minimum of 5 years of industry work experience in the SHE role.Preferably in the Healthcare environment.
  • Excellent knowledge and application of Health, Safety and Environmental legislation.
  • Leadership and interpersonal skills with the ability to influence others.
  • Must have SHE legal compliance monitoring experience.
  • Must have experience in developing SHE frameworks and policies.
  • Must have knowledge and experience in the implementation of the ISO 14001 EMS standard.
  • Knowledge and understanding of the healthcare delivery model (private and public sector).
  • Understanding of legislation and regulations relating to the healthcare industry.
  • Must have experience in identifying and management of SHE risks Computer literacy
